Lohud: Lawler's in on a housing bill that seeks to expand supply, lower costs. What would it do?

Rep. Mike Lawler is renewing his push for a giant housing bill that melds a slew of proposals aiming to expand the supply of available homes, lower costs and make public housing safer.
The Rockland County Republican first introduced his "Revitalizing America's Housing Act" in October and brought it back in revised form this week. Removed from the 120-page update are a few parts that got folded into the package of tax and spending cuts Republicans recently enacted.
"In every corner of the Hudson Valley, the cost of housing continues to rise, and the supply of homes continues to shrink," Lawler said in a statement. "This plan lays out real, workable solutions to help families stay in their communities, access safe and affordable housing, and build long-term stability.”
His bill takes a broad approach to housing problems by tying together numerous proposals by himself and nearly a dozen other lawmakers from both parties, though mostly Republicans. Chunks of it credited to a housing plan by Republican Sen. Tim Scott of South Carolina.
One way the bill seeks to make more housing available is to double the tax exemption for income from home sales, taking away a deterrent for empty nesters who want to sell. Sellers would pay no tax on gains of up to $500,000 for a single taxpayer and $1 million for a couple.
