Congressman Lawler Presses SEC to Prepare America’s Financial Markets for the Quantum Era

Washington, D.C. – 7/30/26… Today, Congressman Mike Lawler (NY-17) sent a letter to Securities and Exchange Commission Chairman Paul Atkins requesting information on the agency’s preparedness for the emerging opportunities and risks posed by quantum technologies to America’s financial markets.

While quantum technologies could significantly improve fraud detection, risk modeling, and market surveillance, they also present new cybersecurity challenges. Existing cryptographic systems that protect trading, clearing, settlement, and sensitive investor data could become vulnerable as quantum capabilities mature.

 

“For decades, the strength of America’s financial system has rested on regulatory frameworks that anticipate technological change while preserving space for responsible innovation. Quantum computing, quantum sensing, and quantum communications represent a generational shift, with the potential to reshape financial market infrastructure, operational continuity, and investor protection. We should be preparing now to ensure our markets remain the safest, strongest, and most competitive in the world,” said Congressman Lawler.

Congressman Lawler is one of the most bipartisan members of Congress and represents New York's 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.
