Lawler Recognized as Most Effective Republican in Civil Rights Policy Area of the 118th Congress

Pearl River, NY - 11/19/25… Today, the Center for Effective Lawmaking (CEL), a joint partnership between the Frank Batten School of Leadership and Public Policy and Vanderbilt University, released its 118th Congress Legislative Effectiveness Scores, once again recognizing Congressman Mike Lawler (NY-17) as one of the most effective Republican lawmakers in the U.S. House of Representatives.

According to CEL’s latest analysis, Congressman Lawler ranked as the most effective Republican House Member in the policy area of Civil Rights during the last Congress, building on earlier findings that he was not only among the most effective Republican House Members overall, but also the single most effective freshman lawmaker in the entire House. Congressman Lawler’s Interest & Legislative Effectiveness Scores of 191.9 for the policy area of civil rights rated as the highest score of any Member of Congress across 21 unique policy areas. 

In its announcement, the Center for Effective Lawmaking stated: “Our analysis found that Representative Lawler ranked as the most effective Republican House Member in the policy area of Civil Rights in the last Congress. This is in addition to our previous analysis showing him as one of the most effective Republican House Members in the last Congress overall, as well as the most effective freshman lawmaker in the entire House. We congratulate the Representative for his hard work and setting an example for promoting the importance of effective lawmaking.”

Congressman Lawler is one of the most bipartisan members of Congress and represents New York's 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.
