Congressman Mike Lawler to Introduce the Revitalizing America’s Housing Act

A comprehensive housing package that offers bipartisan, pro-growth solutions to lower costs, expand supply, improve safety, and strengthen oversight

Washington, D.C. – 8/1/25…
Today, Congressman Mike Lawler (NY-17) introduced the Revitalizing America’s Housing Act, a wide-ranging bipartisan bill designed to expand housing supply, reduce costs, improve health and safety, and strengthen oversight of federal housing programs.

The bill draws on existing bipartisan proposals, incorporates ideas from local officials and housing experts, and builds a comprehensive framework to:

  • Incentivize new construction
  • Reduce regulatory barriers and unlock supply
  • Expand financing options for buyers and builders
  • Improve housing quality, safety, and sustainability
  • Invest in financial literacy and homeowner counseling

“Last Congress, I introduced the Revitalizing America’s Housing Act to address the critical housing challenges faced by the Hudson Valley and our nation. Parts of this package, like improving the Low-Income Housing Tax Credit and reauthorizing Opportunity Zones, were included in the One Big Beautiful Bill Act, which will unlock billions in investment and boost housing supply nationwide,” said Congressman Lawler.

“This year, my focus is on practical reforms that can make an immediate difference. Expanding Opportunity Zone benefits to include ordinary income will open the door to far more investors, while incentivizing zoning reform will help communities cut outdated land-use barriers that block new housing,” continued Congressman Lawler.

“Increasing the capital gains exclusion for home sales will get more homes on the market for families looking to buy. In every corner of the Hudson Valley, the cost of housing continues to rise, and the supply of homes continues to shrink. This plan lays out real, workable solutions to help families stay in their communities, access safe and affordable housing, and build long-term stability,” concluded Congressman Lawler.

Congressman Lawler is one of the most bipartisan members of Congress and represents New York's 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.
