Representatives Mike Lawler, Jeff Jackson, Rich McCormick, and Jasmine Crockett introduce Legislation to Prevent CCP from Acquiring American Tech
Washington, DC,
April 29, 2024
Today, Representatives Mike Lawler (R-NY-17), Jeff Jackson (D-NC-14), Rich McCormick (R-GA-06), and Jasmine Crockett (D-TX-30) introduced the Remote Access Security Act. This legislation will close a loophole in U.S. export control laws that is being exploited by China. While the U.S. has recently prohibited the export of advanced semiconductor chips to Chinese companies, these companies have been circumventing this prohibition by accessing this tech remotely and using it to develop AI and modernize China’s military forces. The Remote Access Security Act will ensure China can no longer access this tech through the cloud. "China is our number one geopolitical foe and should have absolutely no way to access and steal American tech for their own nefarious purposes," said Congressman Lawler. "With China, Russia, Iran, and North Korea working in unison to disrupt and dismantle the free world, the Remote Access Security Act will ensure we aren't inadvertently giving them the tools to do so." "We must ensure American technology cannot be used by the CCP to strengthen its military technology. This bipartisan bill will make sure that China can’t skirt the rules that the Department of Commerce has already put in place," said Congressman Jeff Jackson. "I’m excited to join Reps. Lawler, Crockett and McCormick once again to defend American technology and protect our national security." "Artificial Intelligence technology is developing rapidly around the globe and will be vital to advancement in many industries. It is important to ensure American Leadership in AI development and prevent the CCP and their affiliates from circumventing common sense export controls on this important technology. The Remote Access Security Act will close the loophole in cloud services and bring parity with controls on semiconductor hardware that help power AI models," said Congressman Rich McCormick. "The accessing of advanced semiconductor chips through the cloud by Chinese firms and the PRC represents a clear and present threat to US technological competitiveness, as well as America’s national security, which is why I am proud to join my colleagues in introducing the Remote Access Security Act," said Congresswoman Jasmine Crockett. "Now more than ever, Congress must identify areas to improve technological advancements, competition, and national security. This legislation does just that by prohibiting the PRC and Chinese firms from circumventing U.S. export controls by remotely accessing critical American technologies and resources to modernize its military capabilities." New York's 17th Congressional District is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. |
