Lawler Introduces Bill to Expand Breast Cancer Screenings During Cancer Prevention and Early Detection Month

Washington, D.C. – 4/27/26… In recognition of National Cancer Prevention and Early Detection Month today, Congressman Mike Lawler (NY-17) introduced the Early Access to Screening Act, legislation to lower the age for women to receive free annual breast cancer screenings through Medicare, Medicaid, and private insurance. While women aged 40 and over currently qualify for no-cost coverage for annual screening mammography, this bill extends this critical benefit to women aged 30 and over.

Breast cancer remains the most common cancer among American women. In 2026, an estimated 321,910 women in the United States will be diagnosed with the disease, and approximately 42,670 Americans are expected to lose their lives to it. Early detection continues to be one of the most effective tools for improving outcomes and saving lives, according to the Breast Cancer Research Foundation.

Survival rates have improved significantly over time, but disparities persist. The current five-year relative survival rate is 92 percent for white women and 83 percent for Black women, with later-stage diagnoses contributing to this gap. Expanding access to earlier screenings is a critical step toward closing these disparities and improving outcomes for all women.

“We know that early detection is one of the most powerful tools we have to change patient outcomes. By expanding access to screenings at a younger age, we’re giving women a better chance to catch cancer early, when it is most treatable, and significantly improving the odds of survival. This is about making sure more families get more time, more options, and more hope,” said Congressman Lawler.

Lawler, Fitzpatrick Introduces NABTU-Built Energy Tax Credit Bill to Lower Costs and Power American Growth

Washington, D.C. – 4/23/26… Today, Congressman Mike Lawler (NY-17) joined Brian Fitzpatrick (R-PA) in introducing the American Energy Dominance Act, legislation developed in direct partnership with the North America’s Building Trades Unions (NABTU) to restore key energy and efficiency tax incentives that help lower costs, strengthen domestic supply chains, drive long-term investment in American energy infrastructure, and support good-paying union jobs. Reps. Max Miller (OH-7) and Mike Carey (OH-15) are original cosponsors.

Under current law, key incentives such as 179D and 45L are scheduled to expire on June 30, 2026. For capital-intensive sectors, a shortened policy horizon does more than disrupt planning; it raises the risk that critical projects are delayed, scaled back, or never built at all.

When that happens, it is American workers, American employers, and American families who pay the price through slower growth, tighter energy supply, and continued cost pressure. This legislation restores the certainty needed to move projects forward and help deliver a more affordable, secure, and American-made energy future.

“No one knows the rising cost of living better than a New Yorker. That’s why we’re giving homeowners, builders, and businesses the certainty they need to invest in energy efficiency, lowering utility bills, and supporting good-paying jobs. By extending key tax incentives, including the 179D commercial buildings deduction, the 45L new home credit, and investments in hydrogen production, we’re helping deliver more reliable energy here at home,” said Congressman Lawler.

“If America wants to lower costs, strengthen its energy supply, and build with confidence for the future, then we need a policy framework strong enough to support the scale of that work,” said Congressman Fitzpatrick. “That means certainty. When the rules are unstable, projects stall, hiring slows, investment hesitates, and the people counting on progress pay the price. The men and women of NABTU understand that better than anyone because they are the ones building America’s future with their hands, skill, and grit. This bill is a pro-worker, pro-growth, pro-America solution that will help drive investment, strengthen domestic energy production, expand affordability, and ensure the next chapter of American growth is built here at home by American workers.”

"We thank Congressman Fitzpatrick for his continued dedication to providing America with the power it desperately needs. This legislation, reinforces a commitment to an all-of-the-above energy approach and will aid in building our nation’s energy dominance in a way that supports hard working Americans with middle-class sustaining jobs,” said NABTU President Sean McGarvey.

"Providing long-term certainty in our tax code is essential for American energy dominance,” said Congressman Miller. “By extending these critical credits, we are ensuring that businesses and families have the stability they need to invest in lower-cost energy solutions, strengthening our domestic supply chains and keeping the United States competitive on the global stage.”

Key provisions include:

Restoring the 179D Energy Efficient Commercial Buildings Deduction without a scheduled expiration.

Extending the 45L New Energy Efficient Home Credit through December 31, 2032.

Extending the 45V Clean Hydrogen Production Credit construction deadline from January 1, 2028, to January 1, 2033.

Preserving long-term certainty for the 45Y Clean Electricity Production Credit and 48E Clean Electricity Investment Credit to help bring more affordable power online, support job creation, and strengthen domestic energy supply.

Lawler, Gottheimer Introduce Bipartisan Bill To Create New DOE Office of Energy Affordability

Washington, D.C. – 4/22/26… Today, Reps. Mike Lawler (NY-17) and Josh Gottheimer (NJ-05) introduced the Energy Affordability and Reliability Act of 2026, legislation to establish a new Office of Energy Affordability within the Department of Energy (DOE) to ensure federal energy policy is rigorously evaluated for its impact on consumer costs and energy reliability.

The legislation creates the Office of Energy Affordability within DOE’s Office of Policy, tasking it with reviewing proposed regulations and policies that involve energy transitions or shifts in energy sources. The Office would assess whether actions include transparent analysis of both short-term and long-term impacts on energy costs, incorporate strategies to protect affordability, and promote reliable, cost-effective energy access for consumers.

“Energy affordability and reliability are fundamental to the strength of our economy and the well-being of Hudson Valley families. In the midst of an energy affordability crisis that the State of New York is more than happy to exacerbate with fad green energy policies, an Office of Energy Affordability within the Department of Energy ensures that every major energy policy is evaluated for its real-world impact on costs, access, and long-term stability for the region and nation it serves,” said Congressman Lawler (NY-17).

“Jersey families are getting crushed by sky-high utility bills — and enough is enough. This bipartisan bill is about putting affordability front and center, and making sure every energy decision in Washington is focused on bringing costs down for hardworking families,” said Congressman Gottheimer (NJ-5). “I’m fighting to deliver reliable, affordable energy and real relief for Jersey.”

The full bill text can be found HERE

We promised tax relief for New York — and delivered | Opinion

Another April 15 has come and gone, which means this year’s dreaded Tax Week is now in our collective rear-view mirror. As residents of New York State, we’ve been forced to endure absurdly high taxes, spiking energy bills and crushing cost-of-living increases for years resulting from the excessive spending in Albany.

While Gov. Kathy Hochul tries to blame that — and everything else — on President Donald Trump, the true facts here are indisputable. The blame for New York being an unaffordable mess rests squarely on the Democratic politicians who overwhelmingly control state government.

But instead of just complaining about it — I took decisive action.

We delivered on SALT and other tax cuts

In Washington, I challenged members of both parties – and even the president – to deliver a significant tax cut this year that eases the burden on Hudson Valley families, seniors, small businesses and workers. In particular, I made a promise during my first campaign to raise the cap on state and local tax deductions — SALT — and I delivered on that promise.

The result? In recent weeks, news outlets on the right (“Blue-State Residents Are Reaping Big Refunds From Trump Tax Law’s SALT Cap,” Wall Street Journal, March 28) and the left (Bloomberg News, “SALT Cap Boost in Trump Tax Bill Supersizes New Yorkers’ Refunds,” Feb. 13, 2026) have highlighted how the historic tax law passed by House Republicans is delivering significant tax relief to blue state residents, including in New York.

The reason is simple: A coalition of common sense, pragmatic Republicans like me fought leadership in both parties to quadruple the SALT deduction, raising the cap to $40,000 for taxpayers earning less than $500,000 a year. The income cap also guaranteed that this was no giveaway to the uber-wealthy. On the contrary, the savings are squarely benefitting middle-income earners.

As a result, my constituents are averaging a tax cut of over 3,000 this year, with many seeing double and triple that amount.
In addition to quadrupling the SALT cap, the new tax law will also:

Increase senior citizen tax deductions on Social Security benefits

Virtually eliminate taxes on tips and overtime pay for millions of workers

Boost the child tax credit to $2,200 per child for nearly 90,000 local families

Allow a new tax deduction on auto loans for American-made vehicles

Keep lower tax brackets in place to prevent a massive tax increase

Enhance deductions for small businesses in order to reduce costs

Let's reopen Indian Point to lower electricity costs

Reps. Lawler, Crow Introduce Bill to Expand Protections to Keep Families and Pets Together in Public Housing

Washington, D.C. – 4/20/26… Today, Reps. Mike Lawler (NY-17) and Jason Crow (CO-06) introduced the Pets Belong With Families Act, legislation that would prohibit overly broad restrictions against dogs based on breed, size, or weight, allowing families to keep their beloved pets in public housing. This bill would also make it more affordable for families to have pets by placing reasonable limits on housing deposits for pets.

The Pets Belong with Families Act would amend Section 31 of the Housing Act of 1937 to prohibit restrictions based exclusively on the breed in public housing, while still allowing for discretion with regard to potentially dangerous individual animals.

Senator Adam Schiff (D-CA) has introduced companion legislation in the U.S. Senate.

“For a lot of families, mine included, pets are part of the family. It shouldn’t come down to choosing between a place to live and keeping your dog or cat. This bipartisan, bicameral bill takes a more practical approach, cutting out those blanket restrictions while still holding owners accountable. It’ll help more families find housing, keep pets out of overcrowded shelters, and bring a little more common sense back into the process,” said Congressman Lawler.

“Pets are our family. No one should have to choose between their pet and a roof over their head, but some housing currently requires them to. Our bipartisan bill will prevent needless restrictions on animal breeds in public housing so Coloradans and their pets can stay together, no matter where they call home,” said Congressman Crow.

More than 25 million U.S. pet owners are renters, including public housing residents. Many rental property owners and operators face restrictions on pets, rules that often include blanket bans on dog breeds that are considered “dangerous,” such as pit bulls and rottweilers, or dogs that simply resemble these breeds, regardless of more than 20 years of data showing that calculating bite rates for specific breeds is virtually impossible. At their worst, such bans can exacerbate housing insecurity for low-income pet owners who understandably don’t want to part with their companions.

“No family should have to choose between keeping their beloved pet or having a roof over their head. But too often, families are forced to make this difficult decision due to restrictions limiting the kinds of dogs allowed in their homes. This bipartisan bill would remove these unfair barriers to ensure that Americans and their pets can stay together,” said Senator Schiff.

“Families struggling with housing insecurity should not be forced to make the impossible choice between keeping a roof over their heads and staying with their beloved pets. Pets provide joy, comfort, and companionship — and no one should be denied that because of their income or housing status. The Pets Belong with Families Act will ensure lower-income families can access stable, affordable housing without fear of being separated from a cherished member of the family. The ASPCA is proud to support this critical legislation,” said Matt Bershadker, ASPCA President and CEO.

This legislation is endorsed by the American Bar Association, American Society for the Prevention of Cruelty to Animals, Animal Legal Defense Fund, Animal Welfare Institute, Best Friends Animal Society, Humane World for Animals, Humane World Action Fund, Michelson Center for Public Policy, and the National Housing Law Project.

The full bill text can be found HERE.

Lawler, Liccardo Introduce Bipartisan Bill to Protect Americans’ Savings from Unwarranted State Seizure

Washington, D.C. – 4/16/26… Today, Reps. Mike Lawler (NY-17) and Sam Liccardo (CA-16) introduced the bipartisan SAFER Act, legislation to prevent the unwarranted seizure of individuals’ securities, digital assets, and investment accounts by states under escheatment laws, strengthening protections for hardworking American financial assets.

This commonsense legislation ensures that financial institutions cannot transfer custody of a person’s assets to the state unless strict conditions are met, including confirmed death and no record of estate or beneficiary claims. Additionally, it would establish clear standards for determining account inactivity and require these institutions to verify whether an account holder is deceased before taking action.

"States have been able to raid Americans’ savings under the guise of ‘unclaimed property,’ leaving families blindsided when they discover their investments were seized or liquidated without real cause. By requiring a confirmation of death before any escheatment, we’re protecting retirees, long‑term investors, and every American who plays by the rules and expects their hard‑earned money to be there when they need it,” said Congressman Lawler.

“Your invested savings should stay yours, but too many states seize Americans’ hard-earned money with too little accountability. States shouldn’t steal grandma’s hard-earned savings to build sports stadiums. We’ve introduced the SAFER Act to stop the government-sponsored cash grabs that victimize too many older Americans,” said Congressman Liccardo.

“Too often, everyday investors find that states have taken and liquidized their assets without notice through government-sanctioned theft. That's why the Chamber thanks Rep. Liccardo and SIFMA applauds Rep. Sam Liccardo and Rep. Lawler for their work to prevent Americans from unnecessarily losing hard-earned savings and investments to state abandoned property laws. Many state laws leave buy-and-hold investors vulnerable to having their nest eggs liquidated without their knowledge. We applaud Congress’ recognition that investors deserve updated protections that reflect modern technology and processes, and financial institutions who serve them should not be forced to comply with a patchwork of state abandoned property laws that work against their customers. We look forward to working with Congress to find effective systemic solutions to this ongoing issue, said SIFMA President and CEO Kenneth E. Bentsen, Jr.

“ICI applauds Representatives Liccardo and Lawler for their leadership in establishing a federal framework for the escheatment of unclaimed property. Today, each state sets its own abandoned property rules, resulting in a patchwork of standards across the country that can place American investors’ assets at risk. Federal standards would provide greater consistency and protections for investors nationwide. ICI has long advocated for reasonable standards that protect investors’ assets while ensuring appropriate transfer of truly abandoned property to the states,” said ICI President and CEO Eric J. Pan.

Rep. Lawler for sponsoring the Safeguarding Americans’ Fairly Earned Retirement (SAFER) Act, which will shield American workers and their families from their own state government seizing their hard-earned savings and retirement simply because they are a passive, long-term investor. Thanks to the leadership of Rep. Liccardo and Rep. Lawler, this bill will protect millions of Americans’ savings from unfair inactivity standards that put families’ financial futures at risk,” said Mike Flood, Senior Vice President, Center for Capital Markets Competitiveness, U.S. Chamber of Commerce.

“The Financial Services Institute is pleased to support this legislation. Americans rely on long-term investments to help them save for important financial goals such as retirement and college education. We support modernizing rules to reflect advances in technology, including this bill that ensures states do not prematurely seize accounts that an investor simply left to grow for future financial needs,” said FSI President & CEO Dale Brown.

Full text of the bill can be found HERE.

Laura Gillen (NY-04) that extends Haiti’s Temporary Protected Status (TPS) designation beyond the current timeline. The bill passed the House of Representatives 223-204 and now moves to the Senate.

“I am proud to see the House take an important bipartisan step forward in extending TPS for Haitians. The situation in Haiti continues to deteriorate with gang violence rampant, political instability persisting, and the humanitarian crisis deepening by the day. No one should be forced to return to those conditions, determined by the State Department to be unsafe, especially while living in the United States lawfully and working in our communities.

The Haitian community here at home plays a critical role in our local economy and the vibrant culture of the Hudson Valley. Haitians in my district are healthcare workers, small business owners, and faith leaders. They are an integral part of our community.

That is why I worked to introduce this bill, led letters to the Administration about working towards a solution, and ultimately signed a discharge petition to bring this bill to the floor for consideration,” said Congressman Lawler.

Lawler Sends Letter to Ruben Gallego to Release the Eric Swalwell Files Following Sexual Assault Allegations

Washington, D.C. - 4/14/26… Today, Congressman Mike Lawler sent a letter to Senator Ruben Gallego urging him to release all communications with Congressman Eric Swalwell in light of multiple, widely reported allegations of sexual assault and harassment against Swalwell.

The full letter can be found below or HERE.

“In light of your personal and professional relationship with Eric Swalwell, I urge you to release all communications exchanged between yourself and the alleged predator. As a strong advocate for releasing the Epstein files, it is only right that you adhere to the same standard set by you and Congress with respect to those with close ties to serial abusers.

Your friendship with Rep. Swalwell is well-documented. During his 2020 presidential run, you served as his National Campaign Chairman. You traveled the country together and attended events side by side. Further, you went on a trip together to Qatar, posting photographs riding camels shirtless, indicating that the trip was not merely business meetings. And just in the past few months at a campaign event for the Congressman’s gubernatorial race, he referred to you as his “best friend in the world.” Furthermore, it is well documented that you were roommates while serving together in the House.

As you know, on April 10, 2026, the San Francisco Chronicle and CNN reported on multiple allegations of sexual assault and sexual harassment against Rep. Eric Swalwell. These reports included well-documented accounts from four brave women who came forward.

This includes a former employee of the Congressman. She alleges that when she was 25 working on his staff, he would send her sexually explicit messages on Snapchat and on one particular occasion, requested oral sex while she was performing her official duties during the work day.

While employed in the office, he had nonconsensual sexual contact with her while she was heavily intoxicated. And a similar story transpired after her employment, where she said he got her drunk and raped her in his New York City hotel room.

Another young woman, who had originally reached out to the Congressman for professional advice, also reported nonconsensual sexual contact while she was intoxicated. This woman said she felt “fuzzy” while at a bar with the Congressman and then ended up in his hotel room with no recollection of how she got there. After the incident, Rep. Swalwell continued to contact her, including offering to write her a letter of recommendation for law school.

Two other women claim that Rep. Swalwell sent them sexually explicit messages and photos.Earlier today, a fifth woman came forward. She said that the Congressman spiked her drink at a public event and then raped her in his hotel room. At one point, he choked her and she lost consciousness.

Following the original report, Rep. Swalwell’s staff came out against him. First, his senior staff from his congressional office and his gubernatorial campaign office released a statement standing with these women and contending their job titles do not indicate support for him, as they look for new employment for themselves and their junior staff. In the following days, former members of his staff released a similar letter, expressing disgust with his conduct and urging him to resign.

These allegations are disgusting, and anyone who knew of his seemingly consistent behavior should be held accountable for protecting him as well.

If you truly had no knowledge of his sexual assault allegations and inappropriate conduct towards young women, you should have nothing to hide. In the interest of full transparency, you must release all text messages, emails, group chat messages including over Signal, social media communications, including Facebook, Instagram, X, Snapchat, TikTok, as well as any photos and videos.

I urge you to do the right thing, stand with Rep. Swalwell’s accusers, and release the files.”
ICYMI: Secretary Collins, Rep. Lawler Visit Montrose VA, Meet with Hudson Valley Veterans

Montrose, N.Y. – 4/13/26… Today, Congressman Mike Lawler (NY-17) hosted Secretary of Veterans Affairs Doug Collins for a visit to the Montrose VA Medical Center and a roundtable discussion with local veterans at VFW Post 8328 in Yorktown.

The visit focused on strengthening access to care, improving coordination with community providers, and hearing directly from veterans about their experiences with VA services.

At Montrose, Secretary Collins and Congressman Lawler received a leadership briefing, toured the facility, and participated in a coin recognition ceremony honoring staff and service. They then traveled to Yorktown, where they met with veterans and local leaders for a candid, open roundtable discussion.

During the discussion, veterans raised key issues including appointment wait times, access to mental health services, transportation challenges, and navigating the VA benefits system.

“It matters when leadership shows up, listens, and engages directly with the men and women who served our country. Today was about hearing from Hudson Valley veterans, what’s working, what’s not, and where we need to do better. Whether it’s access to care, mental health services, or navigating benefits, our responsibility is simple: deliver results and keep our promises,” said Congressman Lawler.

The visit also highlighted ongoing efforts to improve access to care in suburban and rural communities like the Hudson Valley, where many veterans face long travel distances to VA facilities or community providers.

“Under President Trump, VA is back to putting Veterans at the center of everything we do. Our mission is clear: cut the red tape and make it easier for heroes to get the world class care AND benefits they’ve earned. We won’t stop until every Veteran in the Hudson Valley and across the country has a VA that works for them, not against them,” said Secretary Collins.

Rep. Lawler has been a leading advocate for Hudson Valley veterans, including introducing the HEAL Act to ensure fair mileage reimbursement and expand transportation support for those traveling to VA care. He has also championed mental health initiatives like the Dwyer Peer Support Program and continues working to streamline the VA claims and benefits process so veterans can access the care and support they’ve earned without unnecessary delays.

That work is reflected in real results for constituents. To date, Rep. Lawler’s office has returned nearly $3 million in VA-related casework to the district and closed 272 cases on behalf of veterans and their families. This includes helping veterans secure disability benefits and serving as a liaison between veterans, local VSOs, and county offices to cut through delays and deliver answers.

ICYMI: Lawler Hosts Treasury Secretary Bessent to Tour Local Businesses, Talk Tax Relief With NY-17 Families

Yorktown, N.Y. – 4/11/26… This week, Congressman Mike Lawler (NY-17) hosted Treasury Secretary Scott Bessent in the Hudson Valley to highlight how pro-growth economic policies are lowering costs, supporting small businesses, and expanding opportunities for families in the Hudson Valley during Financial Literacy Month.

Hosting a roundtable at a local, family-owned diner, the conversation centered on the real-world impact of recent tax relief policies and the challenges facing mom-and-pop businesses and working families across New York’s 17th Congressional District.

The roundtable discussion detailed key policies putting more money back into people’s pockets and helping local businesses thrive, including:

Eliminating taxes on tips and overtime

Expanding the Child Tax Credit

Establishing Trump Accounts, which provide a $1,000 federal seed investment for children and allow families to grow those funds over time

Raising the SALT deduction cap to $40,000, delivering long-overdue relief for New York homeowners

Providing incentives that help small businesses invest, hire, and grow

Preserving the Pass-Through Entity Tax (PTET) to keep small-business owners from facing a sudden federal tax increase

“Whether it’s a family-owned diner, a contractor, or a small retailer, these are the businesses that define our communities. When we lower their tax burden and make it easier to invest, they can hire more workers, raise wages, and continue serving families across the Hudson Valley. Financial Literacy Month is about giving families the tools to succeed, not just today, but for the long term,” said Congressman Lawler.

The visit also included a tour of Regeneron Pharmaceutical’s Tarrytown facility. At Regeneron, Lawler and Secretary Bessent met with company leadership and toured cutting-edge research and manufacturing operations, underscoring the Hudson Valley’s role as a leader in innovation and job creation.

“The Working Families Tax Cuts Act is very elegant because on one side, for businesses, it provides 100% expensing on factories and equipment, so you want to build your factory in the U.S., where we want to make it the best place to have guaranteed energy, the best workforce, and the best tax policy. On the other side of the bill, there is plenty for working Americans. I call that parallel prosperity, where Wall Street and Main Street can do very well together,” said Secretary Bessent.

“This district is a microcosm of America and spans industries. When I come through places like this, this is small-town America. Businesses and communities like this, I love coming out here. It's the backbone of our economy.”
